The 11th meeting of the Chittagong Hill Tracts Accord Implementation and Monitoring Committee was held on Sunday, January 18, at the conference room of the Complex Building adjacent to the Toll Plaza of the Karnaphuli Tunnel Site Office in Anwara, Chittagong.
The meeting was chaired by Foreign Affairs Adviser and Convener of the Committee Md. Touhid Hossain. Among those present were Jyotirindra Bodhipriya Larma, member of the Committee and President of the Parbatya Chattagram Jana Samhati Samiti (PCJSS), and Sudatta Chakma, Chairman of the Task Force on the Rehabilitation of Jumma Refugees and Internally Displaced Persons. Also in attendance were Supratip Chakma, Adviser to the Ministry of Chittagong Hill Tracts Affairs, Mohammad Mizanur Rahman, Secretary to the Ministry, and Joint Secretary Konkan Chakma.
The meeting approved the minutes of the 10th meeting held on July 19, 2025. Key decisions from the previous meeting included appointing the Chief Executive Officer of the Task Force as its Member Secretary in place of the Chittagong Divisional Commissioner, formulating rules for the Land Commission, transferring functions to the three Hill District Councils in line with the CHT Accord, and establishing an office for the Accord Implementation Committee along with necessary manpower appointments.
During the meeting, Foreign Affairs Adviser Md. Touhid Hossain proposed conducting a cadastral survey in the Chittagong Hill Tracts. However, Jyotirindra Bodhipriya Larma stated that such a survey could only be conducted after the resolution of land disputes and the rehabilitation of India-returnee Jumma refugees and internally displaced persons, as stipulated in the Accord.
Md. Touhid Hossain also proposed deploying Armed Police Battalion (APBN) personnel in 40 army camps that had been withdrawn. Jyotirindra Bodhipriya Larma opposed the proposal and called for it to be withdrawn.
Additionally, Larma raised concerns regarding financial assistance for Jum farmers affected by rodent infestations and the appointment of primary school teachers by the Hill District Councils. The meeting decided that appropriate and effective measures would be taken to address these issues.
The meeting commenced at 11:00 am and concluded at approximately 2:30 pm.
